目的：用交易手续费回购和烧毁 MTRG
提案简介：
Meter 将在 VoltSwap 上上线 AMPL-MTRG 流量池和 AMPL-BUSD 流量池（Meter 官方上线 Dex 项目） ，而 VoltSwap 的 AMPL 流动性池已经通过之前的投票获得批准。收到的 AMPL 将用作 VoltSwap 的 staking 奖励。
AmplForth 将交易所得的 MTRG 代币质押在 Meter 钱包中，staking 得到的收益涵盖 AmplForth 团队在 Meter 链上的费用（主要是 AMPL 协议通过 Meter 控制多链代币产生的费用）。
