国际奥委会(IOC)周三表示，北京 2022 冬奥会门票将只出售给中国境内符合疫情防控相关要求的观众售票，而未接种或未完全接种疫苗的运动员和其他参与者将不得不在入境后进行 21 天的隔离观察。北京冬奥组委已经向国际奥委会执行董事会通报了“安全如期举办冬奥会和冬残奥会的疫情防控关键政策”，声明称。北京冬奥会将于 2 月 4 日开幕，为期 16 天。根据北京冬奥组委在其网站上发布的说明，参赛运动员疫苗接种“应接尽接”。其他人员执行“二选一”政策，即来华前 14 天完成全程疫苗接种者，入境后直接进入闭环管理；未接种或未完成全程接种的，入境后进行 21 天集中隔离观察。
