根据纽约大学法学院布伦南司法中心获得的文件，洛杉矶警察局（LAPD）明确指示警察在开展调查时广泛收集社交媒体账户信息与电子邮件地址。布伦南中心向洛杉矶警察局及其他多个主要城市的警察部门提供了公开记录审查请求，并发现“洛杉矶警察局要求警察使用实地审查（FI）卡从讯问对象处广泛收集社交媒体账户信息。”洛杉矶警察局最初拒绝提供这份文件，但面对布伦南中心的起诉，警局只能服软并提交了 6000 多页资料。根据 2015 年 5 月时任洛杉矶警察局长的 Charlie Beck 的一份备忘录，“在完成FI报告时，警官应询问对方的社交媒体与电子邮件账户信息，并将其填写在"附加信息"框中。”这份备忘录还提到，其中具体涵盖 Twitter、Instagram 以及 Facebook 个人资料。
