Let's update all the Rails JS to target ES2017 and ESM, as far as is possible. Will make it easier to use these outputs directly in browsers without bundling, yet still use ESM module. Paves a path to a Webpacker-less default.
Need to consider possible backwards incompatibility issues here. If those turn out to be a blocker, we can produce two separate outputs.
