三年前由于刑警刘远文的情报失误，使得其未婚妻、新晋刑警荣钰命丧毒贩伙拼的火场。缉毒大队刑警荣耀由于妹妹之死与好兄弟刘远文反目成仇，刘远文心灰意冷离开警局不知去向，而荣耀则为了报仇，经过三年的不断努力，成为了云港市禁毒大队队长。为了摧毁贩毒K集团并挖出背后国际贩毒组织头目“幽灵”，市公安局抽调资源成立了“84小组”，荣耀为报仇毅然接下组长一职，却不料小组的第一个任务，竟是为“K”集团中仅存的卧底刘远文提供支持，助其上位，接触K组织核心。于是，现实的无情，让背负命运折磨的二人，只能选择再度合作，随着一步步接近真相，二人却发现荣钰也许还活着。
