中国在新冠疫情初期的反应受到了广泛批评，5 月 13 日中国宣布了对公共卫生机构的一次全面改革，成立了直接受国务院管理的国家疾病预防控制局，负责疾病预防、疫情防控、公共卫生应急事务。新的机构被认为能绕过层层的官僚机构，这些机构被认为在疫情爆发早期阻碍了相关信息的向上流动。新的机构由去年派往湖北指导疫情应对的王贺胜领导。这不是中国第一次尝试提高其公共卫生机构的效率。2002 年中国按照美国疾控中心的模式成立了中国疾控中心，但 2003 年的 SARS 疫情中国未能及时做出反应，疾控中心受制于缺乏资金和自主权，当地官员阻止向疾控中心报告非正常的病例，该机构也无权对迫在眉睫的危机发出警告。
