问题（issue）和风险（risk）管理-项目管理的关键之一
问题不等于风险，但问题（issue）和风险（risk）又有不可分割的关系。同时，项目管理中针对问题（issue）和风险（risk）的管理方法也不尽相同。
风险（risk）是指一个或一系列不确定的事件。这些事件一旦发生，就会影响到项目目标的达成。风险是还未发生的事件，只是有发生的可能性。
问题（issue）是已经发生的计划外的事件，而且这些事件需要进行管理。事件是已经发生了的。
项目管理中，问题（issue）一般包括以下几种：
- 变更请求（A request for a change）
- 一个偏离（An Off-specification）
- 一个负面问题（A problem）
- 一个关切（A concern）
- 一个好的机会或主意（A good idea that has yet to be implemented）
项目管理中，风险（risk）既包括威胁（threat）又包括机会（opportunity)。风险一般按照发生的可能性和事件结果的严重性进行分类。
当风险发生的时候，就会变成一个问题。而解决一个问题，很有可能需要进行变更 ，而变更又会带来的新风险。
