netcoreapp1.0 tests on Travis (Linux) take 133 seconds; they take about 15 seconds on AppVeyor (Windows). We should work out why.
(We've previously found an NUnit problem, but I thought that was fixed.)

It looks like a huge amount of time is taken in TzdbDateTimeZoneSourceTest. Need to work out why.

We weren't running release builds on Travis. We are now, due to #942, making it over twice as fast as it was before. Still slower than AppVeyor, but much closer.
