联网寒冬笼罩之下，企业“缩招”成了降低成本的一个方式。就在各大企业否认裁员消息的时候，华为正式发文“缩招”。《北京青年报》消息称，华为日前内部发布了《关于落实公司人才供应策略的决议》（以下称“决议”），宣布“华为公司原则上停止普通社会招聘”，不在优秀往届生、关键稀缺人才以及公司专项招聘范围之内的各部门不得发放offer，特殊情况需经轮值董事长审批。
